Is this an interim posting? If so there is some sense in employing someone that has some background and as you say the clubs will have had a say.
Pure conjecture on my part, although I don't see how this will influence an improvement in the standing of the sport, so perhaps his remit is a (relatively) safe pair of hands until something more radical is available.
